A 17-year-old girl from India committed suicide after her parents told her she had to stop using Facebook, police said on Friday. Aishwarya Dahiwal was found hanging in her bedroom on Wednesday after an argument with her parents in Maharashtra state’s Parbhani city.
“On Wednesday night, she had an argument with her parents who told her not to use Facebook and her mobile all day for chatting,” the officer from Nanal Peth police station said. “They told her to focus on her studies. After the argument, she locked herself in her room and was found hanging later, with a suicide note nearby,” an investigating officer who wished to remain anonymous has said. Police are currently examining the note, which refers to the argument and Facebook.
In the suicide note she wrote shortly after the argument, Aishwarya blamed her parents and the restrictions they put on her Facebook use.
“Is Facebook so bad?” she wrote. “I cannot stay in a home with such restrictions as I can’t live without
Facebook.”
Newsweek Pakistan says that, with Internet access spreading rapidly across India, many high school students are ditching their phones in favor of communicating exclusively over Facebook.

DETECTIVES in Ondo State have detained a primary school teacher, Alade Adebayo, for allegedly flogging to death a four-year-old female pupil Elizabeth Wanogha.
The deceased pupil was a student of a private primary school, Falaye Memorial Nursery and Primary School, located at Fanibi area in Akure metropolis. The teacher, according to report, accused the deceased of being stubborn in the class. He was said to have beaten the girl to a state of coma. Cries from other pupils in the class reportedly attracted other teachers who rushed to the scene where they found that the girl had fainted.
She was said to have been rushed to a private hospital and was admitted but reportedly died later.
Police authorities, however, said that the pupil died two weeks after the beating by the suspect. The father of the deceased, Mr Wanogha lodged a complaint at the Fanibi Police station, alleging that his daughter died as a result of the injuries sustained from the severe beating by her teacher. Following the complaint, the teacher was arrested for interrogation. Contacted, the Police image maker, Wole Ogodo, confirmed that the teacher had been arrested. Ogodo however said that people should not jump into conclusion that it was the beating which took place about two weeks earlier that led to the death of the pupil. He pointed out that the autopsy will determine the cause of the pupil’s death.
Ogodo said that the suspect is being quizzed at the state Criminal Investigative Department, SCID.
He explained further that the deceased was hospitalised immediately after the beating but died two weeks after.
Ogodo said that investigation into the death of the pupil continues adding that the findings would be made public. The father of the deceased pupil insisted that the teacher should be prosecuted for murder.
Mr Wanogho who lived at Adebowale street Fanibi vowed that the matter would be pursued to a logical conclusion to serve as deterrent to wicked teachers who vent their anger on innocent pupils
put in their care. He appealed to NGOs to take the matter up by ensuring that it was not swept under the carpet.
The proprietor of the school declined comment on the incident.

Mr Fabian Benjamin, the board’s Head of Public Relations, made the disclosure in a telephone interview on Monday in Lagos. Benjamin said that the centres were increased from 56 in 2012/2013 to 256 for the forthcoming examination.
He said that the increase was made to
accommodate the large number of candidates applying for the CBT.
“Application form is out; preparation for the technical aspect is in top gear and we are always ready.
“Centres that had hitches during the 2012/2013 examination will be corrected, while some may not be used.
“What we already have on ground is close to perfection,“ he said. The board, in an earlier statement, had announced the commencement of the sale of the application forms for the 2014/2015 academic session UTME. It advised qualified candidates seeking admission into tertiary institutions in Nigeria that online registration would be on until March 14, 2014, while the website would be closed on March 25.

FG Disburses N90.3bn To Universities, Polytechnics, Colleges

$

Just as efforts are being made to resolve the protracted strike by the Academic Staff Union of Universities (ASUU), the Federal Government, on Tuesday, disbursed over N90.3 billion to universities, polytechnics and Colleges of Education in the country.
The fund is the 2013 regular intervention allocation to tertiary institutions by the Tertiary Education Trust Fund (TETFund) for programme upgrade, improvement of teaching and learning environment, institutional research among others. Supervising Minister of Education, Barrister Nyesom Wike, presented the allocation letters to the beneficiary institutions at the 2013 TETFund Strategic Workshop for Chairmen of Governing Councils, Vice Chancellors, Rectors and Provosts of the institutions in Abuja. Wike said in spite of challenges of competing demands, the Federal Government had continued to prioritise provision for the education sector as indicated in the marked increase in intervention to institutions this year.
He pointed out that in “the 2011, TETFund intervention to universities was N395million each while in 2013 the figure increased to N646million, for polytechnics, it increased from N240million in 2011 to N443million in 2013 while COEs rose from N190million in 2011 to N390million in 2013.” He said it was also remarkable that the number of universities for which TETFund intervened hadgrown from 58 in 2011 to 70 in 2013. He said government also made it a duty to disburseHigh Impact Fund in which universities, polytechnics and Colleges of Education were benefiting from in phases, stating that each beneficiary university gets N3billion, while polytechnics and Colleges of Education get N1billion. He added that this excluded the normal budgetary provisions from government to each of the institutions. According to the minister, the Federal Government’s commitment to effective education system is further portrayed by the Professional Learning Programmes targeted at tertiary
institutions in Nigeria where over 7,400
beneficiaries are currently in Nigerian and foreign institutions studying up to doctoral level. He tasked tertiary institutions on research and innovative activities, stressing that the government and people of Nigeria looked up to them for discoveries that would enhance growth and development of the society.
He equally urged the institutions to strengthen their Internally Generated Revenue (IGR) as well attract support from private and public organisations, saying it was a clear fact that tertiary education could not be solely funded by government. Wike, however, said this was dependent on the ability of the institutions to “demonstrate through their work that they are able to support private and public organisations to excel in diverse areas of productivity” and in maintaining competitive advantage. Chairman Board of Trustees of TETFund, Dr Musa Babayo, in his remark, said the over N90.3 billion disbursed to the institutions would assist them to address some of the infrastructure deficits, carry out programme upgrade, improve on teaching and learning facilities, equip libraries, aid institutional research among others.
He expressed regrets that most tertiary institutions have not developed capacity on procurement processes, saying this has contributed to backlog of un-accessed funds of the agency. He disclosed that about 40 per cent of last year’s intervention has not been properly accessed by some of the institutions. Babayo, however, said the successes recorded by the fund were as a result of the role of diligent tax- payers who must be commended. Chairman, House of Representatives Committee on Education, Aminu Suleiman said the Committee members would embark on monitoring exercise to some of the projects sites, with a view to assessing core needs of each of the institutions where the funds are being channelled.
He said: “I must say that the establishment of TETFund is the only thing that we have gotten right. Therefore we must re-order our priorities as people and ensure that there is judicious use of these resources. The National Assembly would embarkon an inspection exercise to some of the benefitinginstitutions to see if the funds are properly
channeled”.

MEMBERS of the Association of Senior Civil Servants of Nigeria, ASCSN, in the Federal Ministry of Education including the Headquarters of the Ministry, the Inspectorate Departments and the 104 Federal Unity Colleges nationwide, yesterday, began a four-day warning strike over alleged government refusal to implement agreement between Federal Government and Labour on members’ conditions of service, among others.
ASCSN and Management of the Federal Ministry of Education presided over by the immediate past Minister of Education, Professor Rukayyatu Ahmed Rufai, had on March 11, 2013, reached agreement on outstanding labour issues affecting members of the union in the ministry.
Leaders of ASCSN in a letter to the supervising Minister of Education, and cpoied the Secretary to the Government of the Federation, Minister, Labour and Productivity, Head of the Civil Service of the Federation, and the Director General, Department of State Service, DSS, intimating them about the commencement of the warning strike, threatened that if government did not address the union’s demands between November 26, 2013 and the end of the warning strike, other trade union actions which might include a full blown nationwide strike would be declared to assist the Union to actualise the welfare interest of its members in the ministry. ASCSN in the letter through its Secretary General Secretary, Alade Bashir Lawal dated November 25, noted that “it is pertinent to state here that the ultimatum given to the Ministry has now expired and nothing concrete was done to implement the agreement even though we have been able to confirm the release of about N825 million by the Office of the Accountant General of the Federation to the Federal Ministry of Education to pay outstanding promotion arrears to members of staff in the Ministry.
The sum of N298,297,913 out of this amount was actually released in December, 2012, representing promotion arrears for 2011 while N527,643,440 was released for 2007, 2008, 2009 and 2010 promotion arrears.”
The letter, however, stated that “It is, however, disheartening to note that eight months after the signing of the agreement and three months after the August 27, 2013 meeting, almost all the issues agreed upon, particularly payment of promotion arrears to affected members of staff were not implemented by the Ministry.
